Sir,

With reference to your Excellency's amended "Praya Extension" scheme as explained in your letter of the 15th instant, I have the honour to forward the accompanying memoranda from the heads of the several Military Departments, whose views I was desirous of obtaining for your information before expressing my opinion.

It was only yesterday that these memoranda were laid before me which will account for any delay on my part.

You will see how strongly I feel on the surrender by the War Department of any portion of its present water frontage.
